Councilman Marqueece Harris Dawson, CD 8 was born and raised in South Los Angeles, tot in die vroeë 1980's toe hy ontwortel. Met die aanvang van die crack-kokaïen epidemie, sy ouers verhuis hy en sy jonger broer uit die omgewing as bende en die polisie geweld die hoogte ingeskiet. Moedeloos om weg te word verskeur van "die dorp", Marqueece made it his life’s work to make sure no other family feels it has to move out of South Los Angeles to keep their children safe.
Nooit sy roeping vergeet, he returned to South Los Angeles just after Morehouse College to work in the family Real Estate business. Here he acquired a working knowledge of neighborhoods, and the challenges presented by widespread joblessness, armoede, poor public services, and a decaying housing stock.
